Abstract: The factor decomposition method was used to study the effects of sector energy use intensity(including energy consumption per unit and other factors)and industrial structure for 42sectors and residential energy use intensity on Chinese energy use intensity changes, with value-added data for 42 sectors and the energy consumption per unit of the most energy-intensive products. The results show that sector energy use intensity and residential energy consumption reduced China’s energy use intensity, while industrial structural changes had the opposite effect with the high energy-intensive industries being the key sectors. Thus,to realize carbon emissions intensity targets, the sector energy use intensity must be reduced continually and sector structures and energy mixes must be modified.
