The Opening of Korea: Legacies of Conflict and Political Order in East Asia

摘要:This paper seeks to investigate the origins of chaos caused by war in modern East Asia. The main theme of this paper is to examine how the Korean peninsula has been the main source of instability in modern East Asia, beginning with the First Sino-Japanese War(1894-5), the Russo-Japanese War(1904-5) and up to the Korean War to the present day. Although many works have traced the role that the Korean peninsula has played in the Great Power competition and struggle in the region, this paper focuses on the role of Korean domestic politics as the main source for that regional instability. Specifically, I explore the problem of legitimacy in Chosǒn Korea when, at the end of the 19 th century and for the first time in Korea’s history, there were, in effect, two ruling "kings." The struggle that occurred between King Kojǒng and his father, the Taewǒn’gun, for the mantle of legitimacy during this period eventually led to Korea’s colonization by Japan. The legitimacy issue and the pattern of Korean politics to resolve domestic problems by involving foreign powers(as well as foreign powers exploiting Korean political divisions for their own aims) was not resolved during the colonial period, thus leading to renewed conflict among various political groups after Korea’s liberation in 1945. Indeed, many of the same issues that came up between the US and the USSR regarding Korea after World War II were already discussed between Japan and Russia in the late 1890 s. The result was the outbreak of the Korean War in 1950, and the permanent division of the peninsula which continues to be a source of regional instability. This paper will explore how the legitimacy issueand the legacies of these earlier conflicts(the First Sino-Japanese War and the Russo-Japanese War) gave shape to the current political order in East Asia.
